Cloud Kitchen License Checklist India: Every Permit You Need Before Day 1

A cloud kitchen has fewer licenses than a full restaurant — no liquor permit, no dine-in fire capacity clearance — but the licenses it does need are non-negotiable. Missing even one blocks your Swiggy or Zomato onboarding. This checklist covers every permit in the correct sequence, with the exact documents each requires.

The 6 Licenses a Cloud Kitchen Needs in India

• 1. FSSAI Registration or License — Mandatory. The foundation that everything else builds on. Aggregators will not onboard you without it. Apply first.
• 2. GST Registration — Mandatory if annual revenue exceeds ₹20 lakh (₹10 lakh in special category states). Even below threshold, you need GST registration to onboard with Swiggy and Zomato, who require a GSTIN on your payout documents.
• 3. Shop and Establishment Act Registration — Required in most states within 30 days of starting operations. This is your basic proof that the business exists at this address. Fee and process vary by state; most states now have online portals.
• 4. Fire NOC (No Objection Certificate) — Required when your kitchen is above a certain floor area or uses commercial LPG / piped natural gas. Most states require it for any commercial cooking premises. Apply via your state fire department's online portal.
• 5. Trade License from Local Municipal Body — Required to run any commercial establishment. In Hyderabad this is the GHMC Trade License; in Mumbai the BMC equivalent. Apply within 30 days of starting.
• 6. NOC from Landlord — Not a government license but required by almost all of the above. Your rental agreement must explicitly allow commercial food preparation use. A residential-to-commercial use conflict is the most common reason applications get held up.

Sequence Matters: Apply in This Order

The licenses have dependencies. Applying in the wrong order means re-submitting:

1. Secure premises and get landlord NOC first. Every other application needs the premises address proof and landlord consent.
2. Apply for FSSAI. Upload the kitchen layout, landlord NOC, and ID proof. Receive acknowledgment receipt (operational immediately with this).
3. Apply for GST Registration. Requires your FSSAI acknowledgment number and the same premises documents.
4. Apply for Shop and Establishment Registration. Requires GSTIN in most states now.
5. Apply for Trade License. Requires Shop Act registration in most municipalities.
6. Apply for Fire NOC. Requires your floor plan and equipment list. Inspection scheduled by fire department.

Total timeline from premises to all licenses in hand: 45-75 days. FSSAI and GST are fastest (7-30 days); Fire NOC is slowest (30-60 days in most cities).

Zomato and Swiggy Onboarding Documents

Once licenses are in hand, aggregator onboarding requires:

• FSSAI license number (or acknowledgment receipt for new businesses)
• GSTIN
• Bank account details for payouts (cancelled cheque or bank statement)
• PAN card of the business owner
• Menu photos — minimum 3 dishes photographed
• Kitchen photos for Swiggy's hygiene verification (introduced 2024)

Zomato onboarding takes 7-14 days after document submission. Swiggy is typically 5-10 days. Both reject applications where the FSSAI address does not exactly match the kitchen address — ensure the FSSAI license uses the same address format as your rental agreement.

Ongoing Compliance After Launch

• FSSAI license: renew 30 days before expiry annually or every 5 years depending on the validity chosen at registration
• GST returns: monthly GSTR-1 (by 11th) and GSTR-3B (by 20th) if on regular scheme; quarterly CMP-08 if on composition scheme
• Trade license: annual renewal, typically in April
• Fire NOC: renewal varies by state, typically 1-3 years
• Shop Act: one-time registration in most states, no annual renewal
