Opening a restaurant in Telangana requires approvals from at least 8 different government bodies -- and they do not coordinate with each other. A fire NOC cannot be issued before fit-out is substantially complete. A trade license cannot be issued without the fire NOC. GST registration needs a registered premises address. The Mandatory Licenses (Non-Negotiable Before Opening)

These six licenses must be in hand before you open to the public:

1. FSSAI State License (for restaurants with turnover Rs 12 lakh to Rs 20 crore). Issued by the Food Safety Commissioner of Telangana. Application via FoSCoS portal. The Liquor License Process in Telangana

• Music license: if you play recorded music (speaker, TV, background music) in your restaurant, you need a license from IPRS (Indian Performing Right Society) and PPL (Phonographic Performance Limited). These are separate licenses for different rights. Annual fees are volume-based (based on premises size). Playing music without these licenses is a copyright violation.
• Signage permission: external signage requires permission from GHMC. The fee is based on signage area. Unpermitted signage can be removed by GHMC with a fine.

The Correct Sequence for Telangana Restaurant Licensing
